Fire-Rated vs Standard Insulation: When You Need A1/A2 Mineral Wool
August 11, 2026A specification says the pipe or duct insulation must be “fire rated” - but does that mean A1, A2, 60-minute fire resistance, or simply a product with an acceptable reaction-to-fire classification?
For M&E contractors, these terms are easy to mix up and they do not mean the same thing. This guide explains A1 and A2 mineral wool insulation, when these classifications genuinely matter, when other insulation materials may still be suitable, and what to check before ordering pipe or duct insulation.
When do M&E services need A1 or A2 insulation?
You need A1 or A2 insulation when the project specification, fire strategy, applicable regulation or tested system requires that level of reaction-to-fire performance.
It is not a blanket requirement for every plant room, riser, pipe or duct. In many M&E applications, the correct fire classification is determined by the building, location of the service, surrounding construction and project-specific fire design.
Where low combustibility is a priority, mineral wool is commonly selected because products are available with A1 or A2 reaction-to-fire classifications.
A1 or A2 does not automatically mean “30, 60 or 120 minute fire rated”. A1/A2 describes how a product reacts when exposed to fire. Fire resistance describes how a tested building element or system maintains functions such as integrity and insulation for a stated period.
What do A1 and A2 actually mean?
BS EN 13501-1 provides the European reaction-to-fire classification system used for construction products. Products are classified according to how they behave when exposed to fire in their intended end-use application.
A1 - highest Euroclass
A1 is the highest reaction-to-fire classification. It is used for products that make no significant contribution to a fire under the relevant classification tests.
It is commonly described as non-combustible.
A2 - very limited contribution
A2 products have very limited contribution to fire. The full classification normally also includes smoke and flaming-droplet indicators, such as A2-s1,d0.
For linear pipe thermal insulation, the classification may be written with an L, for example A2L-s1,d0.
The s classification relates to smoke production and the d classification relates to flaming droplets or particles. A result such as s1,d0 represents low smoke production and no flaming droplets or particles within the applicable classification criteria.
Reaction to fire vs fire resistance: what is the difference?
These terms answer two completely different questions.

An A1 mineral wool duct insulation product does not automatically turn ordinary ductwork into a 60-minute fire-resisting duct. Where fire resistance is required, the complete duct construction, insulation, fixings, joints and penetrations must follow the relevant tested or classified system.
Where are A1 or A2 insulation products required or commonly specified?
The correct answer depends on the building and specification. For M&E contractors, the following situations deserve particular attention.

When does the Building Regulations A1/A2 requirement become particularly important?
In England, Regulation 7 contains specific restrictions for materials that become part of the external wall or specified attachments of buildings within its scope.
Where the regulation applies, relevant materials are required to achieve European Classification A2-s1,d0 or A1, unless one of the stated exemptions applies.

Fire-rated vs standard insulation: is mineral wool always the better choice?
No single insulation material is best for every M&E service. Mineral wool becomes particularly attractive when a project needs high reaction-to-fire performance alongside thermal and acoustic insulation, but other materials may provide advantages in different applications.
Mineral wool
Often selected for heating, hot-water, HVAC and mechanical-services installations where reducing combustible material is an important part of the specification.
- A1 or A2 products are widely available
- Suitable for high service temperatures depending on product
- Good acoustic performance
- Available as pipe sections, duct wrap and slabs
- May need separate weather protection externally
Other insulation materials
Alternative insulation systems can be the correct choice where space, condensation control, flexibility or thermal efficiency takes priority and the required fire classification permits them.
- Fire classification varies by individual product
- Some provide better thermal performance at reduced thickness
- Closed-cell materials can simplify condensation control
- Different facings can change the declared reaction-to-fire result
- Always check the actual product classification rather than material type alone
Do not assume every mineral wool product is A1. The facing, binder, product form and end-use classification matter. Pipe sections with foil facings, for example, may carry an A2L classification even though the insulation core is stone wool.
How should you choose fire-performance insulation for pipework and ductwork?
Read the fire requirement
Look for A1, A2-s1,d0, A2L-s1,d0, a fire-resistance period, or a specific tested system. Do not treat them as interchangeable.
Check the service
Confirm whether the insulation is for LTHW, HWS, CHW, ventilation ductwork, extract ductwork or another service, including operating temperature.
Check the location
Plant room, riser, external wall, protected route, roof, external installation and compartment penetration can all change the specification.
Verify the whole product
Use the manufacturer's current Declaration of Performance or technical documentation for the exact insulation and facing being supplied.
Check thermal thickness
Fire classification does not determine insulation thickness. Thermal thickness should still be selected against the M&E specification and applicable thermal standard.
Check penetrations separately
Any service crossing fire-resisting construction must follow the relevant penetration and firestopping detail rather than relying on pipe or duct insulation alone.
A1 and A2 mineral wool products for pipework and ductwork

Does A1 or A2 pipe insulation solve a fire penetration?
No. Where an insulated pipe, duct or other M&E service penetrates a fire-resisting wall or floor, the opening needs to be treated as part of a compliant penetration sealing system.
The firestop design may specify the service material, insulation type, insulation thickness, aperture size, annular gap, seal material and required length of insulation on each side of the wall or floor.
Changing from one insulation type to another at a fire compartment line can affect the tested penetration detail. Never assume that replacing a combustible insulation with mineral wool — or vice versa — is automatically permitted within the approved firestop system.
Do plant rooms and service risers automatically need A1/A2 insulation?
No - not automatically. Plant rooms and risers are often areas where designers choose A1 or A2 materials because of the quantity of services, equipment, fire compartmentation or building fire strategy, but the room name itself does not create a universal A1/A2 insulation requirement.
The correct route is to review the mechanical specification, fire strategy and fire compartment drawings together.

- Exact reaction-to-fire class required by the specification.

- Whether a separate fire-resistance period is also specified.
- Pipe, duct or equipment service temperature.
- Required insulation thickness for thermal performance.
- Whether the service is in a plant room, riser, escape route or external wall zone.
- Whether the service crosses fire-resisting construction.
- Firestop detail applicable at each compartment penetration.
- Current product datasheet or Declaration of Performance.
- Classification of the complete faced product, not just the insulation core.
- Requirement for vapour control on chilled services.
- Requirement for weatherproof or mechanical cladding externally.
- Whether substitutions are permitted by the consultant or fire engineer.
- Any requirement to retain product evidence in the O&M file.
A1, A2 and mineral wool insulation FAQs
Is mineral wool insulation A1 fire rated?
Many mineral wool products achieve A1, but not every mineral wool product should automatically be assumed to be A1. Facings, product construction and intended end use can affect the declared classification. Always check the exact product documentation.
What is the difference between A1 and A2 insulation?
A1 is the highest Euroclass reaction-to-fire classification. A2 allows only very limited contribution to fire and is normally accompanied by smoke and flaming-droplet classifications such as A2-s1,d0.
What does A2L-s1,d0 mean on pipe insulation?
The L denotes a classification for linear pipe thermal insulation. A2 indicates very limited contribution to fire, s1 relates to low smoke production and d0 indicates no flaming droplets or particles within the classification criteria.
Is A1 insulation the same as 60-minute fire-rated insulation?
No. A1 is a reaction-to-fire classification for a product. A 60-minute rating relates to fire resistance of a tested system or building element. One does not automatically prove the other.
Do all plant rooms need A1 insulation?
No. The requirement depends on the project specification, building fire strategy and location of the service. A1 or A2 mineral wool is commonly selected in plant rooms where designers want high reaction-to-fire performance, but this is not a universal requirement for every plant room.
Can I replace mineral wool with another insulation if the thermal thickness is the same?
Not without checking the specification. Two insulation materials can provide similar thermal performance but have different reaction-to-fire, condensation, service-temperature and acoustic characteristics.
Does A1 duct insulation make a duct fire resisting?
No. Fire-resisting ductwork must be designed and installed as a tested or classified system. An A1 insulation product alone does not establish a fire-resistance period for ordinary ductwork.
Do I need A1 or A2 insulation around a firestop penetration?
Use the insulation type and classification specified by the tested or assessed penetration system. The required detail can vary with service type, pipe or duct size, wall or floor construction and fire-resistance requirement.
